НЕ вижу проблемы, если у тебя на руках 2-е или более камер у которых серийник отличается последними двумя цифрами.
Это просто оборудование из одной партии. ;)
Информация в криптомодуле содержит идентифицирующие данные, которые как раз и отличают одно устройство от другого, даже если флеш был стерт и обновлён заново.

Правильно ли я Вас понимаю, что с одной стороны - дамп, перенесенный с рабочей камеры, должен работать и на другой, а с другой стороны, пока не продублировать код at88cs рабочей камеры в другую at88cs, камера не запустится?

Дамп-дампом и морочится с его переносом 1 в 1 не стоит, потому используя инструкцию по восстановлению можно поднять устройство без проблем и разогретого паяльника.
Дубляжа не нужно, нужны просто нормальные данные, которые смогут прочитаться с микросхемы, которая готовится на заводе.
Возможно проблема и в кварце и из-за этого что-то не получается и...

Попалось 2 таких камеры и вот что пишет reset/hold pin now is RESET хотя физической кнопки нет, через TFTP обновляется. но потом уходит в ребут и пытается загрузится с непонятного TFTP 192.168.254.254

Да, мой косяк, надо было пару фраз на русском дать ;)
Так всё у тебя в руках и на руках.
Пробуй очистить(сбросить) конфиг по инструкции восстановления.
